General Directorate of Juvenile Rehabilitation Centers:

The General Directorate of Juvenile Rehabilitation Centers, is one of the main and key directorates of the Ministry of Justice, whose responsibility is keeping and re-correcting the juvenile suspected, accused or convicted to confinement. This directorate was first established in 1967, under the title of “Dar-al-Ta’deeb” (Rehabilitation House) in the structure of the Ministry of Justice. At that time the scope its activities were confined only to Kabul province. After the establishment of the Interim Government in 2003, on the basis of the decree of the interim President of Afghanistan, its name was changed to “Juvenile Rehabilitation Center”. Also, beside the closed centers, the system of open centers were established. In the beginning of this decade, the organizational structure of this directorate was expanded to all over the country.

The General Directorate of Juvenile Rehabilitation Centers has two Sub-department, and one Management

  • Sub-department of Monitoring and Coordination: This Sub-department has 5 positions of member of monitoring and coordination with provinces.
  • Sub-department of Investigation, Organizing of Educational and Vocational Training Programs: This Sub-department has one position of Head of Investigation, one position of Head of Investigation, Organizing of Educational and Vocational Training, one position of Member of Collecting Statistics Database, two positions of Member of Professional of the Educational Programs and one position of Member of Investigation.
  • Admin Management: This management has one position of Admin Clerk.

Objectives of the General Directorate of Juvenile Rehabilitation Centers:

  • Ensuring the rights of the juvenile suspected, accused or convicted to confinement, considering the religious values and the scales of human rights;
  • Better and reliable protection of the suspected, accused and convicted to confinement children;
  • Training and educating the suspected, accused and convicted to confinement juveniles, in order to integrate to the society as a sound individual of the society;
  • Implementing the decisions of the Office of Attorney General and the Rulings of the Special Tribunals for Children;
  • Raising the working capacity of the personnel of the Juvenile Rehabilitation Centers, in re-correcting the juvenile convicted to confinement.

Main Duties of the General Directorate of Juvenile Rehabilitation Centers:

  • Maintaining the juvenile suspected, accused and convicted to confinement;
  • Taking proper measures in order to prevent the occurrence of any crime, and ensuring discipline and order within the Rehabilitation Centers;
  • Ensuring better accommodation for the suspected, accused and convicted to confinement juveniles;
  • Ensuring security and protection of the offices of the Juvenile Rehabilitation Centers in cooperation with the Ministry of Internal Affairs;
  • Transmit the suspected, accused or convicted to confinement, to courts, offices of attorneys and other relevant department, with the cooperation of Ministry of Internal Affairs;
  • Transmit the suspected, accused and convicted to confinement, from center to provinces and vice versa, with the cooperation of Ministry of Internal Affairs;
  • Taking appropriate measures to prevent the occurrence of arson in the Rehabilitation Centers with the cooperation of the Anti-disaster Police of the Ministry of Internal Affairs;
  • Ensuring the implementation of the decisions of Office of the Attorney General, and the relevant courts with regard to the suspected, accused and convicted to confinement juveniles;
  • Taking appropriate measures to raise the knowledge levels of the suspected, accused and convicted to confinement juveniles;
  • Organizing educational, literacy and vocational training programs;
  • Receiving petitions and complaints with regard to the suspected, accused and convicted to confinement juveniles and sending them to the relevant offices;
  • Organizing visits and establishing relations of the suspected, accused and convicted to confinement with their family members and close relatives;
  • Presenting remedial proposal/suggestion regarding the improvement of the Rehabilitation Centers;
  • Reporting on the relevant performances to the component authorities; and
  • Accomplishing other tasks that the High Council of the Rehabilitation Centers or authorities in the Ministry of Justice, may assign them.
