The JHRA Project board meeting held on Monday dated 4/2/2012 in the conference room of the Ministry of Justice.

This meeting was held for the purpose of presenting  JHRA annual report to the project board, was attended by Saranpoh Habibullah Ghalib the Minister of Justice, Mr. Alvaro Rodriguez the new CD UNDP, Dr. Mohammad Qasem Hashimzai, Senior Adviser for Ministry of justice, Abdul Wakil Amini, Deputy for Attorney General’s Office, Mohammad Usman Zhobel, Director of Research and Studies Department of Supreme Court, Ms. Pia Lingell, Deputy Head of SDC, Mr. Maurizio Di Calisto, Director of Italian Development Cooperation, representatives of Denmark, Canada, Norway, Germany and EU embassies and a number of the international and national guests.

At the beginning the Minister of Justice of the Islamic Republic of Afghanistan warmly welcomed the attendance of the participants and added; it is a great pleasure that we have Mr. Alvaro Rodriguez the new CD UNDP in this meeting. I hope that he would be able to complete his mission in Afghanistan with due prosperity and fairness.

As part of his speeches his Excellency stated that; the assistances of the international community is indeed a vital issue for Afghanistan. This country could not stand on its feet without the help of the international community, whatsoever these co-operations were not free of deficiencies, as one of the deficiencies was that Afghans were given rare role, and that was the main factor that did not allow Afghans to build their capacity up to the required level and they do not enjoy the capacity level needed to meet their self-sufficiency up to date. Now that the international community wants to transfer the responsibilities to Afghans and start withdrawing from some areas gradually, Afghans are not sure about undertaking the responsibilities by the Afghan personnel, while the past decade was a good opportunity for removing this insufficiency if it would have been paid enough attention. I wish that the new CD UNDP focus on this point and co-operate in part of capacity building, resourcefulness and acquirement of skills by the Afghan personnel.

Subsequently, Mr. Alvaro Rodriguez the new CD UNDP delivered his speeches regarding the U NDP development programs and promised further co-operation with the Ministry of Justice.

At the end, the annual report of the JHRA (Justice and Human Rights for Afghanistan) Project was presented through its team members to the participants of the board meeting followed by holding discussion and exchanging views on the project strategic plan after the month of July 2012.
