Meeting of Juvenile Rehabilitation Centers High Council has been held

Meeting of the High Council of Juvenile Rehabilitation Centers was held in the Ministry of Justice on Saturday March 19, 2011 presided by the deputy minister of administration of the Ministry of Justice Sayed Yosef Haleem.
This council is consist of the minister of justice as a the chairman and the representatives from the Supreme Court, Attorney General Office (AGO), Ministry of Interior Affairs (MOI), Ministry of Education (MOE), Ministry of Public Health (MOPH), Ministry of Women Affairs (MOWA), Ministry of Labor and
Social Affairs, Ministry of Hajj and Religious Affairs, Ministry of Culture and Information, Independent Human Rights Commission and civil society as members and the general director of the Juvenile Rehabilitation Centers (JRCs) is as a member and secretary of the meeting. The meeting is held once every three months.
At first, the general director of Juvenile Rehabilitation Centers Mohammad Sediq Sediqqi raised the problems of JRCs and asked for the assistance of the members in this regard; and the members promised to assist in solving the mentioned problems. Afterwards, the bills and procedures on admitting the juveniles in open and closed JRCs, bill of visiting, education and training, and vocational trainings which were approved in the previous council meetings were signed.
At the end the below matters were discussed:
- Problems in determining the actual age of the juveniles,
- Sending adults as juveniles to the JRCs,
- Problems of determining age for juveniles without National Identification Cards (Tazkera),
- Problems of not implementing the education curriculum of the ministry of education, and problem of education and training of the juveniles who are under confinement because of lack of teachers, sport coaches, books and education materials in accordance with the agreement between ministry of justice and ministry of education,
- Problems of undecided cases of juveniles arrested by foreign troops from the remote provinces and turned over to the Kabul JRC through National Directorate of Security (NDS) prosecution office,
- Problem of not releasing the juveniles who are acquitted by the courts and or their detention or confinement has been recognized enough for them,
- Problem of juveniles not having access to news, magazines and newspapers and lack of cooperating of the ministry of culture and information in accordance with the agreement,
- Problem of increase in the number of juveniles in JRCs especially in Kabul JRC, and
- Not taking steps to prevent detention of juveniles pending trial in accordance with the juvenile law and other suggested matters.
