In this meeting, both sides discussed about the processes of institutional and human evaluation of the legal departments of this ministry. The evaluation process is conducted in order to enhance the capabilities of the staff members of the Human and Institutional Capacity Development (HICD) and the development of an action plan.

Mr. Schnaper elaborating the process, added: “The main objective of the evaluation process in the Huquq departments is that, while training the individuals, the department should also be evaluated so that a comprehensive solution is achieved”.

He further said: “The efficacy of the evaluation is that the department under evaluation will identify its development and advancement requirements and strive to find solutions and overcome those problems”.  He added that a common guideline to implement this evaluation existed for all those countries where the USAID was functioning.

Mr. Schnaper said that the aim of his visit was preparing an action plan for the purpose of implementing this process in the Ministry of Justice, Supreme Court and the Afghanistan Independent Bar Association.

His Excellency, the Minister of Justice believes that the Huquq Department was an important part of the ministry and added: “In the process of modernizing the operations of this department, particularly, in building the capacity/enhancing the capabilities of the staff members, it is necessary that effective measures are taken. Meanwhile, he requested them to take effective steps in convening long term training programs for the staff members of this ministry, so that the staff members holding FA degrees would be able to carry on their studies to obtain BA and MA degrees.  

According to some authorities of the institution, after a comprehensive evaluation, the institution intends to prepare a report regarding the Huquq Departments in the center and provinces. In this report, they would identify all challenges that the Huquq Departments are faced with, and would work in close cooperation with the Ministry of Justice to find solutions for them.
