In this meeting both parties talked on security issues of Ministry of justice and also trainings and capacity building of Human resources of Ministry of justice.

Mrs.  Rayne reminded of the dangers targeted at justice organs adding that they were interested in cooperation with  the security  sector of the Ministry of justice  and share experiences and  views  relevant to  the matter with  them  so that existent  gaps and defects are  removed .

Mr. Rayene noted  the insufficiency of personnel  of Trainings sub-directorate  that  in view of  the  scope of working area of the ,Ministry of Justice the number of staff of the  training Sub- directorate is  in adequate and it  doesn’t meet all the  requirements . In order to tackle this problem and so long as the capacity of the training sub- directorate reaches to the extent of sufficiency,   he recommended that out sources should be used. Moreover in this regard, He expressed his readiness for collaboration with Ministry of Justice   in accordance with the plan of Human Resource Department.

 Admin – Deputy Minister  and Acting Minister of  Justice  expressed appreciation  for the  cooperation of International  Organization for Rights Development and said  that the  primary steps for the  strategic  movement  have been taken in cooperation with  justice trainings transitional project , establishment of  training centers   at the center  and training of   highly qualified  trainers in the area of legal aids in 7 zones are amongst achievements  made and this has  helped us much to become self sufficient  in this regard.

 Mr, Hashemi  also added  that  the process of training  and method of training should  be monitored in the provinces, so that in case of existence, gaps and challenge shall be tackled. He also stated that ‘ young talented individuals  from Huqooq Departments , state cases, legal aid and juvenile correction and rehabilitation centers shall be identified  and educated as trainers so that  our needs are met in this regard too.

 At the  end Mr. Rayne  stated  that we  consider  to  prepare a training procedure  and   a frame work shall be determined in it  that what principles  should  the international partners  observe  in conducting  training  programs . He also expressed his cooperation   on quality and modality   of making a strategy   and establishment of a mechanism of training needs assessment and its implementation in Ministry of justice.
