Ministry of Justice of Islamic Republic of Afghanistan Holds Legislative Stage Program Opening Ceremony

In the beginning of this ceremony H.E said: Ministries, Independent General Directorates and respective Commissions are duty bound to prepare the draft of legislative documents, but due to lack of experienced professionals drafts presented aren’t acceptable.

These drafts don’t help the executives of legislation affairs. This is waste of time to translate them into the literature of law and the legislation process gets prolonged. Additionally, methods, principles and techniques of legislation are not taught in Afghanistan universities so students can learn this professional knowledge.   

He added: Institute of Legislative Affairs and Academic Legal Research does not have adequate professionals. Moreover, to consider the society transformations, we need to improve the professional knowledge of these experts. Thus, some of the young professionals shall be trained professionally from the Ministry of Justice and other Government Institutions.

Accordingly, Ministry of Justice has shared this challenge with the Office of the President.  The Office of the President thanked and agreed so Ministry of Justice can establish a section for study, description and training of the laws.

Abdul Majid Ghanizada General Director of Institute of Legislative Affairs and Academic Legal Research said: Legislative Institute faces many challenges in drafting, scrutinizing and process of legislative documents. For instance, Ministries and Government Institutions do not draft laws based on provisions of regulation for preparation procedure and processing of legislative documents. Furthermore, translation of laws isn’t standard and the areas of implementation are not considered as well. 

Professor Mohammad Ashraf Rasoli Ministry of Justice Senior Legislative Advisor spoke about the Legislative Stage Program importance.

At the end, H.E and colleagues thanked International Donors for their financial and technical support and asked them to further support the Legislative Stage Program. Thus, after 3 years, this program will be gradually included in Ministry of Justice budget.
