His Excellency Dr. Abdul Basir Anwar Minister of Justice of Islamic Republic of Afghanistan meets Mr. Jean Lieby Director of Children Rights Protection Unit of UNICEF in Afghanistan

In this meeting, they discussed how to find proper solution to improve child protection rights on 26 April 2016. 

Mr. Lieby urged to receive and review draft version of children rights law based on standard international concepts and structures. He also invited H.E to attend to a gathering in Tunisia and have the draft ready by then.

H.E thanked the representative said: “The draft of children rights law has been finalized and you will receive it soon.

H.E added that we need psychologist and scholars to conduct proper education trainings for children.  H.E added that professional trainings are also required for the incarcerated children and potential instructors shall be hired.

Mr. Lieby expressed his commitments to provide required psychological assistance to the children adding that as many as nine government institutions have committed to hold joint meetings to improve the conditions of children in the country.

H.E said that I will inform you to participate in a meeting which nine organizations will participate and the purpose of this meeting is improvement of children condition so we can provide required services.  

H.E said that we will hold a meeting with donor and implementer organizations which are working to improve children condition. We are directly responsible to improve the children condition and we need to  to be aware of the services delivered for them.  

Mr. Lieby said: “Our organization has generally evaluated on providing legal aid services for children in some provinces and based on that, we have prepared a legal aid model. If possible, I suggest having a meeting with Legal Aid Department in order to establish a children unit within that department.

H.E welcomed the proposed model prepared by this organization and mentioned that after consulting, they will take action in this regard.

Furthermore, Mr. Lieby submitted a copy of the research report on Violation of Children Rights prepared by UNICEF and several other UN organizations to H.E Minister of Justice.

This report monitors six key instances of violence against children, including attack on schools and health centers, and recruiting children in defense and security forces and using them in terrorist attacks by oppositions.

At the end, H.E added that on the basis of Regulation of Juvenile Rehabilitation Centers, he is committed to establish proper and standard educational centers so that appropriate care and education is given to the incarcerated children. Moreover, he added that based on the approval of council of ministers, H.E Chief Executive and authorized organs will hold a joint meeting to hand over to the Ministry of the Justice the building the Ministry of Interior Affairs have evacuated including Badam Bagh detention center.
