This (MOU) was signed for the purpose of donating 10 Hilux Vehicles to the Juvenile Rehabilitation Centers located in provinces.
In the meeting which was held for this purpose, Mr. Halimi, the Deputy Minister for Technical Affairs Said: “currently 800 juveniles are kept in the Juvenile Rehabilitation Centers. As you all know, wecall these centers Juvenile Rehabilitation Centers instead prisons.If we call them prisons, it may hasvery negative psychological effects on juveniles. Besides, our efforts are to rehabilitate Juveniles and I hope towork together to make prosperous future for these juveniles until they integrate soundly into the society”. The Deputy Minister forTechnical affairs thanked US representatives for their donations and promised to evaluate the situation of Juveniles in the Juvenile rehabilitation Centers located in Kabul soon.
In the meantime, Mr. Hashimi, the Deputy Minister for Financial and Administrative Affairs thanked the US Government Representatives for their Donations, and made the below suggestions:
Mr. Riley,Deputy Ambassador for US Embassy in Kabul,Welcomed the suggestions and promised to share them with relevant authorities. At the end, Mr. Riley added that he is heartily ready to cooperate with the Juvenile Rehabilitation Centers (JRCs).
At the end ofthe meeting, Mr. Qasim Halimi, Deputy Minister for Technical Affairs, and Sayeed Mohammad Hashimi, Deputy Minister for Financial and Administrative Affairs, officially received donated vehicles from Mr. Richard H. Riley, Deputy Ambassador for US Embassy in Kabul.
