The First Legal Committee Meeting in Support of the Private Sector

The First Legal Committee Meeting, “Executive Committee in Support of the Private Sector”, held yesterday, 31/02/1396, chaired by Sayed Mohammad Hashimi, Deputy Minister of Justice (Admin.) of the Islamic Republic of Afghanistan.

The Deputy Minister of Justice, at the beginning of the meeting said that the National Unity Government was committed for the economic growth of the private sector. He said that the implementation of priorities of the private sector required amendment and revision of laws. He added, “Though the legal work-plan for 1396 of the Legislative Department of the ministry has been adopted, but, since these priorities were very important for the Afghan government, I, on behalf of the Ministry of Justice, promise that we are ready to render any cooperation needed for the amendment and revision of the laws|”.

In this meeting, some (11) priorities of the private sector and indicators of the World Bank in support of the private sector were discussed. It was decided that the Terms of References (ToRs) and the work-plan of this committee should be prepared immediately and, given to the committee members, along with the Dari translation of the priorities of the private sector and the indicators of the World Bank, before the holding of the next session of the committee.

Since soliciting of internal and external capital requires support of the government, in the conference held at the end of 2014, representatives of the private sectors from the center and the provinces were invited to present their suggestions to the national unity government. On the basis of suggestions presented, some eleven priorities were selected, which later presented to the world community at the Brussels Conference. All of them were endorsed by the world community.

For the better implementation of these priorities and the indicators of the World Bank, a committee, called “The Executive Committee for Implementing the Reforms” was established, whithin which four working committees were formed. These committees study/evaluate the issues technically and evasively. Among them, one is the Legal Working-Committee, whose members are comprised of the legal advisors of the relevant ministries. This committee is responsible for revision and recommending amendments in the relevant legislative documents or codification of new laws.
