Signing of a cooperation agreement between the Ministry of Justice (MOJ) and Independent Administrative Reform and Civil Service Commission (IARCSC)

A cooperation agreement on streamlining the proceedings in the Ministry of Justice was signed between the Ministry and Independent Administrative Reform and Civil Service Commission (IARCSC) on Wednesday June 15, 2011.
This agreement was signed by the Minister of Justice of Islamic Republic of Afghanistan Habibillah Gahlib and the Head of Independent Administrative Reform and Civil Service Commission Dr. Ahmad Mushahed.
The objective of this agreement is to establish a cooperation framework between both administrations for the purpose of streamlining the working procedures, eliminating complicated procedures and creating facilities and transparency in the performances of relevant offices of the MOJ. This agreement is signed pursuant to article 50 of the Afghan Constitution and paragraph 1 and 5 of article 2 of civil servents’ law, Afghanistan National Development Strategy (ANDS), Kabul and London conferences goals, Anti-corruption National Strategy, IARCSC Strategy and other commitments of the government for improving the provision of services.
The Minister of Justice of the Islamic Republic of Afghanistan talked about the importance of this agreement in this gathering and added that delivering quality services rely on the following issues:
- Being competent, capable and have the merit in order to discharge duties.
- Employees with good intention and integrity.
- People comprehend and understand the services provided to them and they need to know their obligations and rights in accordance with the laws so that the mistakes of the employees are corrected.
- Cleanness and virtue of the employee; this is up to that very person weather he/she believes on judgment day or not. It has direct impact in reforming him/her.
- Issues of the law; the law should be in accordance with people’s requirements, pulse and condition of the society and should be improving among the people so that people respect the law from their hearts and implement it in the society.
Hence, it is up to us to adopt methods which shall result in easy implementation of the laws in society. The best method should be adopted in this regard and the best method for this is the streamlining of the proceedings. We are trying to adopt methods that people will not have that much of direct contact with the officials and will fill out forms instead which shall result in prevention of corruption. This issue shall also be included in laws and we are happy to receive the assistance of the IARCSC in this regard.
